Brief Description of the Department:-
The Information and Public Relations Department, Baghpat District, is an important department that establishes effective communication between the government and the public. The department’s primary objective is to disseminate information about government policies, welfare schemes, development works, and important decisions to the public through various mass media.
The primary functions of the Department are as follows:-
- To undertake extensive publicity and dissemination of the welfare schemes, programs, campaigns, and achievements of the government and administration.
- To disseminate public information through various newspapers, electronic media, and social media platforms.
- To prepare and publish press releases, news reports, features, booklets, posters, hoardings, and other promotional materials.
- To establish coordination with media representatives and organize press conferences.
- To generate public awareness regarding the policies and schemes of the government.
- To organize and conduct cultural programs, exhibitions, publicity caravans, and public outreach campaigns at the district level.
- To compile news related to the government and conduct media monitoring, providing reports to higher authorities.
- To make arrangements for the publicity and dissemination of information regarding national festivals, significant observances, and government events.
- To ensure the timely and effective dissemination of information pertaining to the public interest.

Special Achievements / Innovations and Exemplary Work
1. **Publication of the “Hamara Baghpat Innovation Booklet”:** The “Baghpat Innovation Booklet” was compiled by systematically collecting and editing various innovations, best practices, and public-welfare initiatives undertaken by the Baghpat District Administration. Through this booklet, the documentation of innovations developed at the district level was ensured, and significant strides were made toward presenting them as models for wider adoption.
2. **Formation and Operation of the “Soochna Mitra Group”:** To ensure the active participation of the youth and socially conscious citizens, the “Soochna Mitra Group” was mobilized. Through this group, publicity and dissemination materials received from the government were effectively communicated to the general public on a large scale. Additionally, social media platforms were utilized to ensure a significant increase in public awareness and civic participation.
3. **Operation of the “Soochna Setu” App:** As a digital innovation, the “Soochna Setu” app was developed and launched to provide one-click access to websites, portals, and important links related to various government schemes. Operated with the assistance of Aman Kumar—a “Soochna Mitra” volunteer honored with the “Swami Vivekananda Youth Award” (the state’s highest youth honor in the field of public welfare) by the Government of Uttar Pradesh—this online portal/app-based initiative benefited over 25,000 citizens, resulting in a remarkable improvement in access to various government schemes and beneficiary services.

5. **Public Awareness through Book Depots:** Regular availability of publicity materials related to various government schemes was ensured at book depots established in public spaces across the district. This initiative encouraged the habit of reading among citizens, and a positive increase was recorded in both awareness of and participation in these government schemes.
6. **Digital Publicity and Dissemination Campaign:** Promoting digital communication, a comprehensive social media campaign was conducted featuring over 300 specially designed digital posters for various programs. Through this innovation, public awareness, digital reach, and the overall visibility of these programs were significantly enhanced.
7. **Development of the “Kanwar Yatra App”:** To ensure the successful and technology-enabled management of the Kanwar Mela—an event witnessing the participation of hundreds of thousands of devotees in the district—the “Kanwar Yatra App” was developed and operationalized with technical assistance from ‘My Bharat’. Through this app, various amenities, essential information, and critical services provided by the administration were made available via “one-click access.” This ensured that devotees received timely updates and significantly enhanced the effectiveness of e-governance-based service delivery.
7. **Formation of the District Social Media Cell:** To establish effective coordination among various departments, a dedicated District Social Media Cell was constituted, and the social media platforms of individual departments were activated. This initiative fostered a system for regular information dissemination, the promotion of government schemes, and the continuous review of administrative activities, thereby boosting the digital outreach and public relations capabilities of the administration.
8. **Media Coordination and Positive Coverage:** By enhancing the effectiveness of media coordination, the presentation style of press notes was refined to be both media-friendly and outcome-oriented. This approach moved beyond mere information dissemination, enabling the clear articulation of the objectives, impact, and public-welfare outcomes of administrative initiatives.
9. **Publication of Achievements on the District Website:** In coordination with the National Informatics Centre (NIC), the unique achievements, innovations, and significant administrative initiatives of District Baghpat were systematically published on the district’s official website. This initiative played a pivotal role in building a positive image for the district, strengthening its digital presence, and facilitating broader public communication.
10. **National-Level Digital Campaign for the “Zero Waste Mahotsav”:** With the objective of garnering national-level recognition for District Baghpat’s “Zero Waste Mahotsav” and boosting public participation, a special digital campaign was launched in coordination with the ‘MyGov’ team. Through this campaign, citizens across the country were engaged to offer suggestions and participate in the initiative, thereby generating national-level discourse and public engagement for the event.
